While the international and interregional organizations as well as national and regional civil protection authorities provide an excellent framework for cooperation in the project, the main work is done on local levels: cities, local rescue services and specialized institutions that participate in the consortium. They represent 7 EU Members States, namely Denmark, Estonia, Finland, Germany, Latvia, Poland and Sweden.
