The Hamburg Fire and Rescue Service (HFRS) is responsible for preventing fire, explosion or environmental hazards, fighting fires and providing technical assistance in emergencies or accidents. The Fire Service is also involved in civil protection and is in charge of the explosive ordnance clearance. With over 560 000 emergency calls in our headquarters resulting in round about 285 000 emergency responses per year, the HFRS is the second largest fire department in Germany. The area of Hamburg covers over 755 square kilometres and close to 2 million citizens.

HFRS is the leader of the work package 3 called ‘Capacity Building on Integrated Climate change and Disaster Risk Reduction Management’. This WP concentrates on fulfilling one of the main objectives of the CASCADE project: to increase the knowledge and capacity of civil protection experts and city planners by developing the training courses in disaster risk reduction (DRR), including climate risk assessment and the Sendai Framework for DRR.

HFRS is, among other things, host for several workshops within the two years project time. The next upcoming event will be the “Pilot Training of the Trainers” which is not determined yet due to the ongoing Corona situation.

JÜRGEN KREMPIN – HEAD OF INTERNATIONAL COOPERATION, HFRS

Before I worked as Head of International Cooperation in the HFRS, I was part of the Ministry of the Interior and Sports in various positions (including Central Staff for Disaster Management and Course Director within the EU Civil Protection Mechanism) for more than 30 years. I gained broad-ranged experience in the fields of Disaster Management, Civil Military Cooperation and Flood Protection.

In my position at the Hamburg Fire and Rescue Service, I’m responsible for several EU projects (e.g CASCADE). Furthermore, I’m a lecturer in International Disaster Management at Hamburg University of Applied Sciences.

FREDERIK KÖTKE – CASCADE PROJECT LEADER, HFRS

In my normal daily work, I’m responsible for the strategic planning of CBRN threats and fill in the position of Head of the Analytical Task Force (ATF). The ATF is as well part of the EU module CBRN Detection and Sampling. In comparison to Marko and Markus, I operate as a Battalion Chief in the South of Hamburg at the Harburg fire station.

Within the project, the organisation process is my assignment. As well as in my past project HAZARD and the gained experiences, I appreciate the good cooperation between all players involved in the CASCADE project.

MARKO FLOREK – WORKSHOP TEAM, HFRS

My job as the section head and consultant in the fire prevention fills up my time, as well as working as a Battalion Chief on-scene. I did my CMI course and certification in 2012 and work as Deputy Head for the HFRS in the steering group of the Council of the Baltic Sea States. My completed projects within the EU are Eurobaltic, FP 14.3 and Gaps to Caps.

As a part of the CASCADE project team, I try to yield my experience over the last decades in the preliminary work for the workshops in Hamburg. It’s always refreshing to see a lot of the people from the past in the current projects as well, so you know that there is a good connection on the personal and working level to achieve new results for the cooperation within the EU states.

JULIAN BLUMENSTOCK – WORKSHOP TEAM, HFRS

In the HFRS, I am usually responsible for the organization and monitoring planning of the emergency services. On this occasion, the focus lies mainly on rescue needs planning as well as cooperation with the aid organizations in the rescue service. In addition, I’m working as a Battalion Chief in the West of Hamburg at the Altona fire station.

In the project, I perform the task of coordination of the content for the workshops in Hamburg. Therefore, close cooperation with the project partners is very important in order to convey a lot of interesting content that builds on one another for the participants in the workshops.

MARKUS JOSTES – COMMUNICATIONS, HFRS

If not working for the CASCADE project, I am mainly the Deputy Head of the Project Office in the HFRS. We are building new headquarters for the police and fire department in Hamburg within the next couple of years as well as implementing the new computer-aided dispatch system. Additionally, I have several shifts as a Battalion Chief on my fire station in Hamburg Barmbek where we are responsible for the safety and hazard defense for six fire stations in the East of Hamburg.

My main task in the CASCADE project is communications. Writing articles for our fire department newsletter, updating Twitter with the latest news or developing contents for our survey conducted in 2019, as well as preparing workshops and creating presentations.
